A roadmap toward a more sustainable, energy-efficient, and resilient Pembroke Pines.
What is the Green Plan?
The City of Pembroke Pines Green Plan is our roadmap for conserving resources, reducing pollution and waste, promoting energy efficiency, and engaging the community in environmental stewardship.
How & Why the Plan Was Developed
The 2014 Green Plan
Pembroke Pines created the Green Plan to integrate sustainability into daily City operations and community life, so decisions about buildings, parks, transportation, and services consider environmental, social, and economic impacts.
On November 5, 2014, the City Commission passed a resolution to adopt the City's first Green Plan. The 2014 Green Plan was developed by City staff in collaboration with the Environmental Advisory Board (EAB) and was designed to establish a framework of sustainable practices and strategies addressing topics such as:
- Natural resources and environmental design
- Energy efficiency and conservation
- Waste reduction and recycling
- Community outreach and empowerment
- City leadership and operations
Its mission was to guide City officials and staff in making informed decisions that protect and enhance the environment for current and future generations.
The 2022-2023 Green Plan Update
On April 4, 2023, the City Commission passed a resolution updating the City's Green Plan, which was a comprehensive evaluation and refinement of the City’s sustainability goals and progress since 2014.
The review process began in September 2021 and involved in-depth analysis of the City’s progress since 2014. The process included:
- Chapter-by-chapter performance review of 2014 goals
- Public meeting coordination with the EAB (Sept 2021 → Nov 2022)
- Decision matrix to retain/update/remove objectives
The update introduces a Triple Bottom Line framework, focusing on Environmental, Social, and Economic sustainability.
It maintains the same chapter structure as the 2014 plan but expands on reuse, energy conservation, community engagement, and leadership transparency.
The 2022 Update, finalized by the Environmental Advisory Board in December 2022 and adopted by the Commission in 2023, reaffirms the City’s dedication to sustainability and integrates updated goals for the next decade.

- Natural Resources & Parks – Protect habitats; expand parks and non-motorized paths.
- Water Conservation – Improve irrigation efficiency; implement Naturescape practices.
- Energy & Climate – Promote ENERGY STAR® appliances, lighting, and efficient buildings.
- Waste Reduction, Reuse & Recycling – Advance the Five R’s and policy updates.
- Community Outreach & Empowerment – Education, City website, City Connect, events.
- Leadership & City Operations – Lead by example in City facilities and procurement.
